This set of rules applies to the design of new and reconstruction of existing urban and rural municipalities on the territory of the Russian Federation and contains the basic requirements for their planning and development. These requirements are specified and supplemented taking into account regional characteristics in regional and local standards for urban planning, approved in the prescribed manner.
